Background and objectivesAccording to the law on the protection and exploitation of forests and pastures, any exploitation of natural resources by natural or legal persons must be done with the approval and permission of the country's natural resources and watershed management organization. Issuing grazing and grazing permits is one of the most important permits in the natural resources sector, which has its own implementation process. The evidence shows that there are various issues and problems in the process of issuing this license, and it is necessary to conduct a pathological scientific investigation to improve and correct the said process. The aim of the current research is to identify and categorize the existing damages in the process of issuing and renewing livestock grazing permits in pastures. MethodologyThis research is qualitative in nature and the technique of interviewing with focus groups has been used, in this research 96 beneficiaries and 31 experts from 6 provinces of Kerman, Isfahan, Hamadan, Kurdistan, Mazandaran and Semnan were purposefully selected and their opinions about the process and issues of livestock grazing licensing were analyzed using questionnaires and interviews, and the results were collected and analyzed using the content analysis technique. ResultsThe results of this survey led to the identification and confirmation of 30 types of damage and problems in the process of issuing and renewing livestock grazing licenses in the form of three main categories (systemic, legal, and structural-executive), which in the branch of systemic problems, the component of multiple systems and the lack of a system integrated and intelligent, in the branch of legal obstacles, the component of time-consuming investigation of legal violations of applicants for grazing license renewal, division of grazing license among the children after the death of the owner of the grazing license, and in the branch of structural problems, the component of the weakness of monitoring and monitoring systems, lack of update of livestock and pasture statistical information , the low motivation of audit experts of natural resources departments and the lack of provincial credits have played the biggest role in the process of issuing grazing permits. Based on the results of this study, the issuing process in the investigated provinces takes 15 steps and 73 days, and the process of renewing the license is done in 8 days. ConclusionIn a general formulation and based on the findings and considering the problems that were stated before, in order to improve the process of issuing and renewing the Kera license, there is a need to take measures, for this purpose, it is necessary to create an integrated system, optimize the notification system, and automatically renew. Grazing license should be prioritized for responsible livestock farmers, updating information on livestock, pastures and determining the exact boundary of pastures and correcting or removing disturbing rules and instructions.

Background and objectivesDesertification is a multidimensional process initiated by the interlinking of environmental and human constructs. It is expanded by combining and synergizing natural conditions, climate change, and human pressure factors. This study aimed to combine economic, social, and managerial factors affecting desertification in the Niatac dust corridor in Sistan and using the application framework of multi-criteria decision-making models, the most important indicators of desertification Human-making is prioritized and introduced in the study area to be used in management and control of desertification and dust phenomenon in the region. MethodologyThis research is survey research. At first, based on the sources and conventional models of desertification assessment, 20 appropriate indicators were selected in the form of 5 criteria using a combination of different models such as IMDPA, MICD, and MEDALUS, along with the opinions of experts and experts familiar with the region, as well as the research executive team. Data and values related to the indicators were collected through various information sources, including reports from the Statistical Center of Iran, the Ministry of Energy, the Agricultural Jihad Organization, and the General Directorate of Natural Resources of the province, as well as structured interviews in the region, and then the factors and indicators under study were ranked using TOPSIS multi-criteria decision-making method, and finally, a zoning map of the study area was prepared by each of the anthropogenic factors. And it was presented. ResultsAccording to the results, policy and rules (32.5%), economics (25.1%), water, and agriculture (20.6%) had the greatest impact on desertification. The ranking of indicators showed that the Hamoon wetland rights index and Niatak River with a coefficient of 0.69, the institutional and organizational coordination index with a coefficient of 0.6743, the rural development index with a coefficient of 0.6743, the efficiency index of conservation and recovery of desert areas with a coefficient of 0.5596, poverty index and household income with a coefficient of 0.5988, grazing pressure index in rangelands with a coefficient of 0.4821 and agricultural land release index with a coefficient of 0.5596 had the greatest impact on The land was destroyed and deserted. ConclusionThe results obtained in this study indicate the importance of anthropogenic factors in the desertification of Sistan. By relying on the results of this study that 62% of the land in the Niatak wind erosion corridor is subject to severe desertification, a long-term action plan implementing suitable measures for rehabilitating desert lands of the region by the custodians should be prepared. On the other hand, TOPSIS, used in this study to determine desertification intensity, is a relatively accurate method when using the appropriate indices. It also has simplicity, flexibility, and low cost. This method can help managers and planners of the desert area identify priorities affecting desertification. It can also provide appropriate programs for managing and restoring desert areas.

Resilience is one of the strategies to reduce the vulnerability of communities in dealing with natural hazards. The present study examines the role of livelihood diversity as a strategic approach for adaptation and coping with drought risk in Hablehroud watershed. In this research, the research method was quantitative and survey based, and descriptive, analytical and correlation methods were used. To this end, 9 villages from different areas of the province with different degrees of drought and development were selected by simple random sampling method. Then, based on the Cochran formula, 271 households were selected as the sample size. The validity of the questionnaire was confirmed through a panel of experts, and the reliability of the research tool was confirmed by a Cronbach's alpha of 0.842 at a very good level. The results showed that the level of resilience in the area was undesirable and lower than the average level, and the average of the human, social and physical capital index of the area was higher than the average value of the financial (economic) and natural capital. Based on the findings, adoption of a livelihood diversity strategy in promoting the resilience of rural households in Hablehroud area had a significant effect on drought risk.

Desertification is a multifactorial phenomenon and relates to different aspects. Thus, this concept can be studied around multiple axes in natural resources and environment. Nowadays, the rapid growth and huge population in environments and ecological areas are of the most important concerns that have attracted the attention of experts and planners to the concept of desertification or combat desertification .On the one hand, astounding growth of metropolises and unbridled industrial development have led to adverse outcomes for the residents. Moreover, land is a limited resource and the situation will get worse over time in many countries due to the exponential growth of population and extensive use of land and with regard to the fact that only 5 million km2 of the earth has remained for sustainable utilization in future. There are many issues surrounding population supporting capacity based upon the quality of the land in order to maintain the sustainability of resources and environment. The purpose of this article was to estimate population supporting capacity of Tehran and Alborz on the basis of the potential of land units through the method introduced by Central Department of Agriculture of USA. This is the first step to determine the extent of land degradation and detection of man-made desertification. In the current situation, it is obvious that a demographic development of Alborz and Tehran provinces has led to instability in the environment and desertification. Based on the results, classes 1, 4 and 9 of the land quality covered 20.38, 14.93, and 37.44 percent of the surface area, respectively. These three classes could be accounted for 81.9% of population supporting capacity according to the potential of production. Our results showed that lands of the study area were exposed to desertification classified as very high risk (38.55 % of the total area), high risk (25.06 % of the total are), moderate risk (23 % of the total area), and low risk (13% of the total area). Accordingly, it was found that the current population of Tehran province was 5 times higher than the optimal population. This ratio also reaches 4.7 times in high-density areas such as Tehran, Karaj, Shahriar and Robat Karim.

Although the factors affecting the degradation of natural resources have been more or less identified and introduced, little research has been done on these factors from the view point of socio economic and cultural features. It seems that before any action, degradation of natural resources must be stopped through a cessation program for natural resources degradation. This research was based upon documental, field and desk research method through three types of study including documents surveying, collecting information and field study using observation, companionship and questionnaires in Ardebil province. Ten sampling regions with a surface area of 122020 ha including 68 rural and nomad settlements and 273 households were selected. Our results showed that totally 19 main factors in three groups of livestock (45.9 %), harvesting (20.6 %) and land use change (33.5 %) were effective in degradation of natural resources of Ardebil province. In this research, determination of the destructive factors on the basis of separate vegetation regions gave valid results for natural resoures provincial managers
