In the current era of participation, the rule of common sense and the involvement of all stakeholders in key decisions have been accepted. Targeting and directing partnerships to conserve and rehabilitate natural resources will lead to sustainable development. The concepts of participation and the affecting factors need to be explained and studied. The aim is to investigate the factors affecting the participation of local communities in natural resource management from the perspective of experts in the region, Kerman. The research is descriptive-analytical, and the survey technique is used. Necessary information has been collected by completing 40 questionnaires from all natural resources experts of the province and the project (RFLDL) in the form of a census. The research tools of the questionnaire and its validity have been approved by experts. Using Cronbach's alpha coefficient, the reliability coefficient for the questionnaire items was determined to be 0.84. The reliability of the research items was measured by Cronbach's alpha statistic, the results of which (coefficient 0.84) indicate the high reliability of the items for measuring variables. Multiple regression tests have been used to determine the share of factors (eocnomic, extension, educational and managerial) on the participation of users from the perspective of experts. The results showed that social factors had a much greater share in predicting the dependent variable than other variables. Based on the results, giving importance to social factors can play an important role in attracting the participation of rangers in rangeland management.

Rules and regulations in the last few decades have had a great impact on rangelands and its exploitation; on the other hand, these rules are the foundation of the policies governing the type of management and relevant government agencies. The aim of this research was to examine the effectiveness of the laws and regulations related to the rangeland and range management, with the help of a survey of experts and rangeland specialist. In this regard, the community of rangeland specialists or natural resources experts, who were empirically and professionally related to rangeland and range management issues, was identified and their opinion was collected through questionnaires. The audience was divided into three main groups of executive and research experts and academics. A total of 268 questionnaires were completed and the responses were analyzed using descriptive statistical methods. The results showed that, in general, the existing rules and regulations could not prevent the degradation of rangelands and result in rangeland conservation and improvement, and these rules have greatly contributed to the collapse of the range management systems in the past, while an appropriate management system has not been replaced. Moreover, a large part of respondents believed that the laws and regulations need to be reviewed and updated.

The purpose of this study is to compare the viewpoint of experts and utilizers of natural resources on people participation in the process of preservation, restoration, development and utilization of forests and rangelands in Ilam province. The present study is practical type with a cause -and –effect research method. Statistical population included all experts of Ilam Natural Resources Office and utilizers of natural resources. Sample size of experts and utilizers was calculated using Cochran formula included 56 users and 317 experts. Stratified and cluster sampling and simple random sampling were used for utilizers and experts respectively. Questionnaire was applied for collecting the data. The reliability of the questionnaire was obtained from cronbach's alpha (α=%88). To analyze the data, nonparametric tests such as x2, mann- whiteny, and Kruskal Wallis were applied. The results indicated that there was a significant difference between experts and users regarding protecting and reviving of natural resources, while no significant differences were observed between them with relation to development and utilization of natural resources.
